Mobile Reflexes licenses across two OXOs

Hello,
we are currently using two OXOs at two different sites. As the sites will be merged into one, I also get to use the two OXOs in the same rack (there are no VoIP licenses).
As we only have four outside lines and not more than 24 internal lines it would be sufficient to only use one of the OXOs - if it wasn't for the mobile reflexes...
Is there any elegant way to use the 6 mobile reflexes licenses each together by interconnecting the two OXOs?
I thought about a connection via ISDN-BRI, yet that would mean that I have to setup two different base station networks (e.g. three 4070 base stations in each OXO). That in turn would not allow a handover...
One could argue to sell one of the OXOs and buy a few more mobile licenses... any other suggestions are very appreciated.
