Barge-in Feature issue

hi All
I have OXO system
i active the Barge-in for maneger set and find that:
internal calls: manager can barge-in for incoming and outgoing calls
external calls : manager can barge-in for only incoming calls
he cann't barge-in for outgoing calls
plaese tell me if the manager can barge-in for external outgoing calls or not
