Incoming calls on nalogue trunk

I have a strange problem.
We have installed an OXO CE with analogue trunks (with AMIX card).
The end user has a problem with the incoming calls. If they pick up the phones (4039 digital set), the caller doesn’t hear them for 1-2 sec.
I know there are some timers (off hook simul…) in the protocol settings menu, but only for the outgoing calls.
We have installed a lot of systems, but never found any problems like this. Of course at first we have checked the hardware, database, etc.
Finally I have tested it in our lab with an OXO (not CE), and I found the same problem. I have also tested with R7 software.
I have also tested it with APA card.
These mean, there is a default time delay at the analogue trunk , but this is the first costumer who doesn’t accept it.
Do you have any idea, how I could solve this problem?
