OXE PC Installer startup

I have used PC Installer 2.23, everything was OK. Later I have decided to install newer version 2.24. Uninstalled 2.23 through Control Panel. Everything normal. Installed 2.24, OK. But... I am getting error message during PC Installer startup:
'FTPD': service cannot be started: The handle is invalid.
I have tried 2.24, later 2.25, even returned back to 2.23. Situation the same. Another strange thing that during uninstall I am getting error message:
Unable to locate the installation log file 'C:\PROGRA~1\Alcatel\OmniPCX\Uninst.isu'. Uninstallation will not continue.
I am using some trick for uninstall - to create subdirectory C:\Program Files\alcatel\OmniPCX\ and to place here uninst.isu file from standard C:\Program Files\alcatel\OmniPCX Enterprise PC Installer.
Any ideas?

Its written in TC0829 that: CAUTION If a Firewall is available on the server PC, the OmniPCX Enterprise PC Installer application cannot operate as long as the filtering rules of firewall have not been changed to allow the application to receive packets on 67/UDP (BOOTP/DHCP), 69/UDP, 20/TCP and 21/TCP (FTP) ports from any system on the subnetwork of the PC.
If an other application of DHCP, TFTP or FTP server type is installed on the server PC, the associated server(s) must not be started.

I am using PC Installer from very old versions maybe 2.11, but never got such situation.

Perhaps there is an issue with the (Microsoft) firewall on your pc.
Try to disable the firewall and then startup PC Installer.
If it's working, you need to add FTPD as a trusted programm in the firewall settings.

Firewall already off but problem still exist

Turn off your firewall
Put a statis IP address
Turn off ALL ethernet devices but the main one (if you have virtuals, wireless, turn them off)
turn off ALL VPN, and eventually uninstall them
Give your PC a name starting with a letter

I've had a problem with pc installer on win xp (sp II). Problem deal with browser service on PC. When browser service was off pc installer wasn't started. I had to swicth on service manualy. Reason of it was probaly service pack II.

Browser service or Computer Browser Service.

Pcx installer still works when the Computer Browser Service is stopped, on a machine running Win XP SP3. I tried this on another machine as I cannot get mine to work as I have some (company) scripts creating more issues with this application.

Are you using any type of VPN client on your PC?? If so uninstall and try again.

It was Cisco and Fortigate. I uninstalled them, also PC installer, installed PC installer again, problem still exist.
