I think with OXO on VMWare will be nothing (enterprise can work on CPU, CS, and AS, the last one is PC), the problem will be with hardware support - drivers for some part of CPU (flash, IDE, VoIP doughterboard, HSL, AFU, DSP, swithing matrix and so on).
In case of Enterprise software can works on PC and linked with real hardware only via IP. In OXO CPU works with other hardware via backplane, generate tone, VG, manage TDM swithing ..

I agree the end result may not be that exciting or useful, I suppose it will just be the intellectual exercise to see if it can be done

I would say, try it before starting to fight over it.
