Actually it might be two things....


Phone Facility Categories - transfer incomming - outgoing set to 1
the same transfer outgoing - outgoing set to 1

but this is only for transfer this shouldn't have any difference when forwarding. The most important is the connection category, if it's an ISDN 30B+D line then it's external category is 19 and the connection cat is 5, you should check in the categories that connection category 5 has a 1 next to 5, in other words by this setting you enable external - external connections.
