You need to allow the VLAN on the ports and specify the untagged vlan specify on the trunks between switches what vlans can traverse. Then you need to put the CPU and GD in that VLAN.

f.e. your voice devices are all in vlan 2:
> policy condition VL2 source vlan 2
> policy action SET-DSCP dscp 46
> policy rule VL2-DSCP condition VL2 action SET-DSCP
> qos apply
