Sure it's all the same 10 digits - it is Soviet Union's legacy, comrad krzysioD!
I did a couple of times acounting in 4760 - so I filled out a hell lot of regions and tariff zones. Actually there are updated addendums to E.164 with numbering plans description on ITU site. I used them with the info from the operators.

I've even planed to go with Trans-Siberian Railway, but a week in this train and i'm completely drunk for a next month!

Practice makes perfect. Exercise everyday. Start with small load and then increase it bit by bit.

just be carefull not to get to much load cause after the 10 digits will become 20..
and after you have to remove digits from your external callback translator...

No problem. I've been practising so long that even over 100 digits is not a problem for my call-back translator.
