Agree with sadim.
May be your CO lines have "hotline to 911" feature activated?

Hello Sadim,
I did disable the R key based on TC doc that Vad sent. I will not know if it works until we have our next big rain storm. Since it only happens when it rains I have no way of knowing for sure if it has worked. I plan on turning the timer back on during the storm and wait for the calls to start happening. Then I will change the timer to 0 which will stop the R key and if the calls stop I will know difinatively that the R key is the solution. I will keep you posted to let you know the results. So I am just waiting on the weather to cooperate. Thanks for the suggestion and lets hope it is the key.

Best Regards

Hi, the short could be simulating pulse (decadic) dial. If no extn's use pulse dial i.e. all DTMF try changing the pulse settings to something that will not be simulated by a shorting line.

Well we have had several rainstorms since this issue has been discussed and I followed what Sadim told me to do and have not had a single issue of the PBX making calls on its own. Thanks all for your suggestions.
