ARS issue on Private to Public overflow

Hi all,

My topology have Twin CPUs, 2 PCS for rescue IP Client when the Twin down. When Twin down, client be rescued by PCS still reach each other via ISDN on Media GW. So I configured feature "Private to Public Overflow between IP Media Gateways". Detail configuration as below:

When I make a test by turn off Twin CPUs, client can make local call in their Domain, make call to PSTN via ISDN. But when I dial from Domain 1 to Domain 2 (Example, from 1001 dial to 2001) the client screen show external number of Domain 2 (In this case is 3411112) and after that, it show "Feature rejected".

What is this error? Am I wrong during configuration. Please give advices

I tried to configured ARS feature, and met same proplem "Feature rejected". Is there any COS I need to activate to use ARS feature?
