Expansion Shelf still REG NOT INIT

I was face problem with my GD , and after solve this issue I face new one:

After I install the GD-3 in anotther Rack3 , and this MAIN Shelf be in service the two connected expansion Shelf still "Reg NOT INIT" ,....Why?????

I try another HSL Board , GD in same Rack

I haven't any idea about what is happed !!!!!!!!!!!!!!!!!!

Check RG45 jack (where HSL cable connected). May be some provlem with contacts.
