Trunk Group Lock and go o busy

Hi
I have Oxe rel 9.0 i have 2 trunk group ( NDDI ).sometimes they go to busy mode...i do'nt know why...i change the Function at the External services/trunk cos/Unavailable Time Between 2seizes i put 20..default was 17..thanks for help me.
