Oxe to Oxo dropped calls problem

Hi,

I have a setup of 2 oxo's rel 7.1 networked by h323 to an enterprise rel7. Intermitently some calls between the oxo's and the enterprise are suddenly dropped.

I took a wireshark trace of a dropped call and am noticing release cause value of 23. Does anyone know what this means or is there a document with show what these mean?

In the trace I am also noticing that there are a lot of TCP retransmissions which start during this call. These retransmissions are between the oxo and oxe. Each time the oxo is sending a TCP packet on port 31000 and the oxe replies back acknowledges. Do you know what is causing these re-transmits between the two pabxs or what they are?
