RESTRICT a user to call another node on ABCF

Hi all
is there a way to forbid a user on node 1 to calls another users on node 2?
and it can dial just node 1's extension.

Good, but only if:
2 nodes in network
you don't use trunks from another node (if your company has GSM gateway or sip-gateway connected to another node)
maybe connection category user to user?

they are connected with using inter node link and connection cos or trunk group access are not good idea.
but there is network access cos on class of services what is that?you know?
