Call forwading from rooms

My client changed there pcx system to hotel now its not possible to make any type of call forward. Before it was possible.
Any idea of how I can make this work?????????

What type of call forward, internal external??? Immed, on Busy???

Its an internal immediate forward. when I enter the prefix (51) I get a message number dialled is not authorised, If I put the set in administrative it works just fine.

Does your facility Cat change when you change from room to Admin?????

Thanks, the facilities COS does not change. I think I know where the problem is. All the sets in room are locked and I think (someone correct me if am wrong) you can not forward a call from a locked set.
