modem connectivity over IP trunks between OXO systems

Hello,
I need support on OXO IP trunking. I have a customer who has 3 OXO systems with IP trunk networking over WAN. They want to connect modems to analog extensions in each site and make data transfer between modems. this is a very special case and a special sw has to use this modem connectivity. we have tried several times without success. I appreciate if any of you share his/her experience with me.

OXO does not support modem connections through VoIP for the time present.

If you have LAN and WAN - why customer want to use analog modem?
