in suit room can't make outgoing call at the same time

the 4400 is runing under r5.0 ux d23137-b-cn,I found that the extentions in a suit room can't make outgoing call at the same time(just only one extention can make outgoing call at the same time) ?but it is ok on the other version?

is it the version bug? :?:
