Restriction that Users can not change Ringtone

I search a restriction that the Users can not change their ringing tones by its own over the Telephone Menue.
Can anybody help me?
Here we have R9.0.27 and 4028 Phones.

Why not? Isn't that a little too much control? Do you also forbid them to change their pc background??

Why not just give them analogue phones and super glue any ringer controls
