IGMP Packets getting lost

Hi,
I have come across a strange issue on our network, where when we send a message via IGMP the network, no clients get it. But you can see the group appearing on the swtiches.
However, the moment you send the 2nd message clients get 1st message and the 2nd message.

Has anyone seen this before?

have you tried to activate mc-routing like dvmrp or pim sm?
