Cannot create user even got enought software license

Hi friend ,
Please help me have you ever come across this error.
When there is enough software analog license but when you crease an extension the below error come out?
The customer has hybrid link.

Looks like you have problems with memory allocation (hardware.mao).
Check with cfgUpdate command.May be you need to increase a number of stations.

when i upgrade the user will i cause a shutdown of the system?

cfgUpdate is in the root directory?

When i do an upgrade do i need to reboot the system?

You must run cfgUpdate command from directory /DHS3data/mao (or /usr3/mao if you use only one partition). After you must reset system.
Problem with user creation - you have licence for user but in hardware.mao file you have not enought memory for database (PARA_MAO 1) or user (PARA_MAO 2). You can increase with cfgUpdate command or just edit hardware.mao file (this is text file) and reset system.
