DID IN BRI-CALLS LANDING PROBLEMS

hi,
can anybody tell , whether it is possible to do DID in BRI, Service providers like bsnl and tata are telling not possible.the poblem is in oxe common hardware is , the calls are not landing through BRI lines either to operator or to any extentions but outgoing is ok.
