TNLO21 cards and OPS File

I have 2 questions.

We have a system consisting of 2 M3 cabinets each serving as individual nodes. They are linked over 3 duplex optical fibres using a pair of TNLO21 cards in each node. having had a look at the boards present via the 4760 application, on one node the TNLO21s are not registered as being present and on the other they are shown but show a bad PCMS error message when a config 1 command is issued on the corresponding crystal (crystal 1).
The interCrystal link works fine even though the cards show an error on one node and are not even registered on the other.
Is it the case that their registration is not important and all they do is draw power from the crystal backplane. The importance is that they connect to a registered PRA2 in its crystal? Essentially they only act as a media conversion card?

Incidently, when a config 1 is issued to the crystal that the TNLO21s are not registered, alternate cards are shown, it is obvious that these had been removed some time back. This leads me to my second question. Whats the real importance of the OPS file when some systems change considerably. Recently as part of a re-tender for a support contract I was asked to send the OPS files. When viewing them it was clear that they were highly innacurate.

From memory TLNO21 only draw power as there is a connection (in the front i think for the fibres). in the config they are just there so other cards cant be put in that slot.

Do an OPS save first and also send a config all dump so they can sort it out in actis.
