Voicemail in answer mode

Hi,

How do I create a voicemailbox who's only answering and not recording?

if I have understand correctly you want the caller to hear a message without being able to leave one in the voice mail box?
if so you can configure an long absent greeting in the voice mail or you can configure a "4645 Specific Voice Mail" and give the caller the option of an automated attendant (well something like that), in some cases is useful.
