Cost centre, carrier ( tariff,region,direction...),organization,parameter..everything configured but still there is no value of call cost(invoice cost or any othar cost) other than 0.00 when i check the records of any extension in accounting.Anyone please suggest me or advise anything to solve this problem.

Start with this :
If it is an OXE system, start checking the TAXA*.DAT tickets using the "accview" command and check if there is a cost (usr4/account).
If there is not, configure your Pbx accounting,
If there is, you have an Omnivista configuration problem.

Have you assigned a carrier on your trunk groups ???

system is OXE 7.1. Is it mendatory to configure cost accounting in PBX(PCX) also to make cost accounting in 4760?

No it is not mandatory to perform the cost management on the OXE. Just the 4400.

Can you export your Carrier files and zip them up in to one file and send them?

Check the Carrier period in Omnivista 4760, if the date of your call records lies in this period or not.
