Dear all,
I want to make interface public address with OXE 12.1. what is needed license or cards

public address... for sip? then SBC is the answer...

We use Algo speakers, SIP based so you will need sip extension licences and away you go, they can be used for louder ringer or paging

A SBC is a hardware you put off you want to provide SIP over Internet... It is a security device and let's you integrate easily.
If you don't want it then it is up to you... See if your firewall supports that scenario.
You need to contact an architect so he can design your solution
