IP Phone resetting while there is a power fluctuation in redundancy environment

I have two OXE Appliance servers connected to two different switches 6450 stacked together while there is a power issue in main OXE at that time IP phones are resetting and its coming up again with the standby OXE

Issue with OXE or 6450 switch ?

Power issue? If the phone is pointing to the logical IP then the assumption would be that that power fluctuation may be affecting the power source of the phones...PoE or the power supply.
So...where is the problem? On the power source instability

When the main OXE is down IP phone resets and its coming up again but it should not happen because standby is up

You 100% sure the power fluctuation is not impacting the phones power source too?

You sure the tftp address registered at the IP set is the logical one and has not both CPU IP addresses, right?

You have duplicated system but why you think that nothing happen when main CPU goes out?
Some process linked to physical CPU - f.e. internode links. When stand-by CPU becomes main - some process will be restarted.
In real life - this is not the problem, f.e. when you have switchover 1-2 times per year.

when i removed the OXE-1 ethernet cable from the switch IP phones should not get reboot because Standby CPU is UP so IP Phones should not get reboot

are the phones in the same subnet like the both callserver?

Only the out of service extensions are rebooting but not the registered one
