Connect to system OXE.

Hi everybody, i am sorry because my english not good.

I Have a system OXE(bandnew) run first times i connect to board GD3 by 1 converter USB to RS232 from laptop to ConfigPort. But the system dont show login, so run booting (loop) ...booting.
How to connect to system OXE to configuration first times run. my system have 1 CS3, 1 GD3 , 1 GA3

When i connect to CS3 board, This system not respond. dont show anything.
I am using RS232 to Configport on CS board, baudrate 9600

gd must be powered up to power supply the cs. Also you need to check cabling between cs and gd .If wou don't know how to connect them connect lan ports to a switch or lanx card. If ops is loaded from alcatel there is a chance pbx to start up if there is no delivery installed you need pc installer and installation from scratch . All this are in the manual . If you don't have help I suggest to contact an alcatel partner .
