Local user dial AC619924 as in your example for incoming calls?
I don't think so.
Can you explain exactly - what dial internal user.

abbreviated NUMBER is the issue , i remember a case wich i got in 2009 that Abv number doesn't work in transit mode ISDN TO QSIG ;
IN THE TRACE youshould see only the called number without other prefixs

My client don't have a numbering plan homogenius, there are many conflicts.
I need to use ARS to call other sites with SIP protocol without consuming the numbering plan.

look 4067(nec) calls 9924
OXE Rreceive 619924 INSTEAD of 9924 SO 61is added by nec and it's not a part of that called number right?
if the wished number is 9924 AND unfortunatly nec can't remove that 61, a workaround is to use did translation or unused numbers length , and routing number or ars should work.
btw calls from oxe to all are 4digits? can u post a trace ?

What dial OXE(1) user for calling to 9924
Explain you management in OXE(1) for calling to 9924 (ARS, Network/routing prefix).

If OXE (1) user just dial 9924 - for call from NEC you can manage DID rules - 619924 --> 9924

i think from oxe1 to panasoniC actually you're not sending 61xxxx as your ars list 61 remove two digits.

so The call routes through an intermediate network that does not serve the destination address. This cause indicates that the called user is not reachable. A user is not reachable when the network used to route the call does not serve the required destination.

can you check on the panasonic side what's actually receiving as setup from oxe1 when a local user calls to 61xxxx and when nec local user is calls to.?
and kindly can u past log at oxe 1 side for a local user call to the transit net(panasonic -----oxe2]?

in the oxe1 61 Is used for local numbering plan or not ? same for 9 , 99
for sip malfunctioning
trkstat 903 shows chanals F / hs
MAY be you have to restart the sip process or double bascul if duplicated sys
