Alcatel Lucent OmniPCX Dead, PSU???

got one of these big alcatel lucent omnipcx phone systems about 12 years old, we had a power failure last night, phone not working this morning.
the case fans are operating but nothing else.
when the power button is out, the red power light is on solid, when you press the power button in the red light goes out and no lights are displayed on the panel but fans still working.
could it be PSU faulty??

Connect serial cable and check with terminal program - what happen.
