ACL/QOS policies occupy "slices" based upon their complexity. If you specify many complex policies, you'll have less total policies than specified in the documentation as you have no "slices" left. You can see "slices" as chip/hw resources, which are obviously not endle...

You can mirror a 10G port to a 1G port, but you should not expect this to work fine whenever the bandwidth is above 1G.
