Guess you need to check the push notification from Apple (apns)

You need to use netadmin on PCS and Change the IP addreass, name in order to the PCs has the faulty CS IP addreass and name. If possíble, the easy way is to restore a chorus backup from the faulty CS on PCS

Besides the licenses files, i Guess that you need ONLY to make PCS netadmin egual to the CS netadmin

You should check the external gw configuration.
I do not know if the parameter exists in all versions, but there is a parameter that if set to yes, allows to send on the reinvite the SDP.
I think the parameter is send reinvite with SDP.
