I recently bought a Alcatel-Lucent 4028, and I was able to configure it in SIP mode with 3CX (which was complicated...) but atleast it works.
I read about NOE mode, and I wanted to use it to get out of Safe Mode (SIP Mode) because I need the Speed Dial keys, and I was able to find all config ...
