In incoming SETUP there's no additional Information Element EI_PARTY_CATEGORY
Check in OXE's replies:
IE:[32] EI_PARTY_CATEGORY (l=1) -> EXTENSION (1)

As I remember for ALU this element is mandatory for Q-SIG, if there is no such IEs ...
