Checking the AP1321 MIB I read the following:

Have you tried with firmware 4.8 MR1? Personally, I would advise against mixing different wifi generations in the same cluster. Each AP will broadcast its capabilities in the beacon frame. Wifi 6/6e clients might prefer connecting to a wifi 6/6e accesspoint even though a wifi 5 ...

I had the exact same issue but was able to resolve the issue on one switch. Here is what I did:
1. Boot switch in Miniboot
2. Issued SetNextRunningVersion 2 to boot switch in working memory
4. Issued newfs /flash command to format flash memory
5. Made new /flash/certified and /flash/working ...
