Accountting PCX network calls need a license

Hello
I would like to ask you if the accounting between network PCX calls need a license.
The accounting PCX PCX local calls were already enable but when I call a PCX via internode links ABCF, the call is not charged and the number called does not appear in the ticket it appear like this----
