Divert Calls and Message

We currently have Alcatel OXO installed and we are trying to achieve the below:

1) User dials a specific number 2525 5222
2) The call rings 3 telephone sets (internally) in parallel (Hunting Groups)
3) If no one picks up the line, then a message is sounded.

We tried to achive this by:
1) Created a hunting group (222) and inserted the telephone sets. Within Dyn. Rout. we set:
a) Maximum number of Dynamic Routing Cascading Levels: 3
b) Set Timer 1 and Timer 2: to 20 seconds
c) External/Local Calls:
i) Level 1: Use Timer 1 Ticked
ii) Level 1: Destination No: to Virtual Telephone (example 221)
iii) Level 2: Ticked Routing to Gen. Level
iv) Diversion apply Ticked (greyed out)

2) Created Virtual Terminal
a) We created a Mailbox which shall house the message
b) Set Mailbox to Answer Only
c) Within Dyn. Rout. we set:
i) Set Timer 1 and Timer 2: to 1 second
ii) Level 1: Use Timer 1 Ticked
iii) Destination No: Voice Mail Number
iv) Diversion apply Ticked

The above steps works only when dialling internal calls. When calling externally the call is diverted to the generic voice mail instead of the one within the Virtual Terminal.

Can someone identify the issue or do i need to do something else instead?
