Question:
Shall the linkagg admin key number, be the same in both switches (CORE and Access)?
for example:
acp linkagg 1 actor admin key 1, should be "1" in both the CORE linkagg and the Access VLAN?
At this moment it is not.

Question: Does the LACP for the first time need to see both links active to be created?

The lacp key is just a local number to bind physical interfaces to an identifier. It does not need to be the same on both sides of the link.
You can have an lacp with a size of 8 and only 1 configured link - then add or remove links at any time you wish.

the problem is solved!!
it should be an issue on the core switches, because the command
show linkagg agg 17 port
showed only one port instead of 2
I rebooted both VC cores and after about 20 minutes all secondary links are working.
