Tandem Remote Extension not OOS when main OOS

Scenario: Main set in tandem is a normal extension or an agent (ccd) set.
Current behavior:
When main set in tandem is out of service the REX is not reachable when called directly. (including scenario when an agent is logged off)
Wanted behavior:
REX should be reachable.
Also overflow on OOS to REX would be nice (forbidden at this point).
Forward to predefined destination when logged off should e also nice for acd set (currently only to associated proacd - not usable in free seating env.) or to voice mail if configured is possible.
