Help. Sipua not started.

I'm having this problem during first time registration of ictouch to oxe. Sipregistration does not happen immediately after firmware update of the phone (phone initialization). There are times that phone will get connected/registered, after many connect and disconnect (off/on). I'm thinking of 8770 issue, such as java, xml, etc ..

Have this trace in ictouch;

Mar 29 16:51:08 (none) ictsipua: 16:51:08.241 [ictsipua|ERROR][scm_init] Sipua is not started, because both firstMandatoryFlag and secondMandatoryFlag are not TRUE.


Where can find these parameters?
