4645 AA problem

I setting 4645 AA,Dial in to aa router to Ext 1 no answer to Ext 2 , when Ext 2 Busy to Ext 2 Vioce Mail but no answer try to aa.The problem is can't to Ext 1 Voice Mail. I tried set the aa or Ext 1 COS is (ring set mail) but can't work.
