for tunelling no licence needed but for a node to be in x25 netrwork it sould have one no

Yes it just requires PARA_MAO 5 in hardware.mao.

no clear but do you ask how to create the b channel?
they are automaticly created at internode link/trunk group in the T2 acces bus
