dialing UK local numbers from UK with ISD format does not work

Hello Team,

Could some one confirm if there is any restriction calling UK local number with ISD format.

User dials 0 00 44 1706 xxx xxx, where 0 is external trunk access prefix. The call fails.
If he dial 0 01706 xxx xxxx, it works.

On the Active directory the numbers are declared as +44 1706 xxx xxxx, when a user phone number is searched from LDAP and try calling the call fails due to above issue.

alcatel oxe system can be configured to convert the number in the right way (so if a user dials the international format only the national number will be sent trough the external line).
