Call Features Problem

I migrated from R5 to R12.1 one year ago, it worked normally till 5 days ago. The system was halted shutdown because of the electric breakdown.
After rebooting, the system was still working, but some call features were not. Example: call forward, cancel forward, call pickup, room status...
For details, when use these features, I will hear "the number you dialed is not authorized". I also double check phone category, and sure that all are enable (1).

I tried to delete these prefixes, then create new, not work. Delete ext and create new, not work. Both of digital and analog, are the same issue.
I tried to configure new phone cat, all features are allow (1), not work.
At last, I created new feature prefix, ex: remote forward and cancel remote forward. The attendant console worked but digital/analog were not.

The system detail: R12.1-m2300-18. CPU8/IO2N
