Well, if the switch is performing well on a wired port with regards to PEAP - then I don't understand why you question the support of PEAP in the first place.
You may involve the NEC support, but they'll likely ask you for the same thing (a wireshark capture from the client PC behind the phone).

Usually the integrated switch in the phones should be transparent, but in your case it is possible that it is not. Are you sure that your 802.1x configuration on the client is ok? I saw many times that with PEAP, you'll need to uncheck "validate server certificate" in the windows configura...

It would probably help to have a better overview on the type of traffic that is happening. I don't know if you have an sFlow infrastructure in place that could certainly help to identify where this is coming from ...
