When I try to create Hybrid Link, to enable users to call pilot directory number, I get "Access Denied".

is there is a missing configuration to enable me to create a Hybrid Link.

all services are up, and I configured the port 3595 to be used for the OTS. but I still have the same error (problem with OTS ! ( you don't connect on the OTS of administration), i tried to reinstall all applications and check its operation again, but still have same error.
